The article in the HDN went on to say; “Schend questioned Kaul's decision to bypass the mayor and go directly to Peterson and then the state agencies. Kaul said that he had tried to contact Rice,”
What really transpired was that Schend told Kaul that the protocol was to call the mayor as the department heads answered to him. Kaul stated he called City Hall and was told the Mayor was unavailable so he asked for Peterson who told him he would send Jeff Jenson right out to get the problem corrected, which he did. In spite of this, Kaul called the complaint in to the State and the Insurance carrier.
The bone of contention was not that Kaul had called Peterson, but that Kaul had taken it upon himself to turn the City, for which he is supposed to be a representative of, into the State regulatory office as a "lone ranger" with the rest of the council not consented or informed until after the fact.
Mayor-elect Solomon was in the audience and since it is a known fact that Kaul and Solomon have been meeting together the past few weeks, the Havre Daily Corrector staff is wondering if Solomon was involved in this dumb move?
Upon further questioning we have also been told that Kaul has told numerous people he was not going to run anything past Mayor Rice as he only has a month left in his term and the person he would answer to was Mayor Solomon after he takes office. Apparently Kaul is feeling his “oats” about the Rice defeat.
How dare you give Ratts a bad name comparing them to the one and only Ca boy know it all Kaul. I watched this errogant selfcentered moron in action last night. What could he figure he had to gain by bringing this on the city and the people that live here. The ones that pay his 200.00 a month salary. It is not that the city of Havre has things to hide but the fact that this self appointed overseer of this community took it apon himself to reak havoc on our commminty. Also Mr Ca boy you don't speak the truth I prsonally know that you have called the Mayor on his cell phome so this I don't know your cell phone number BS is just another lie that you are very good at doning, That is not telling or just streaching the truth. Step up to the plate Mr Kaul and do the right thing. Resign from the council. Your ethics are good enough for you to have the honor of serving the city of Havre or the people that live in it. Beside if you where no longer on the council it would give you more time to do your other job and that would be being the Newly elected Mayor Slim Tims top adviser. Shame shame on you Ca boy Kaul you have disgraced the city and the office that you hold. So again I ask that you do the right and gracious thing and resign from the council and start you champaign for the Legislature for the 2011 session. They let people like you blow there horn on a daily basis in Helena..............
