BOB KAUL –COWBOY TURNED RAT SAFETY GURU




The Havre Daily Corrector has obtained a copy of the letter that Ward 3 Democrat Bob Kaul sent to Dave Peterson, director of City of Havre public works, regarding the Christmas decorating “endangerment to Life and Limb.” Notice that Kaul stated that both MMIA and the Montana Safety Bureau were “aware” of these incidents. Why, you may ask? Because he had already called and ratted the city out to both places PRIOR to ever contacting Department Head Peterson or the Mayor. Our opinion is that Councilman Kaul should go back herding his imaginary cattle and get his busy little nose out of things where he is not intelligent enough to comprehend the consequences and costs of his actions.

  1. The consequences of his actions may have saved a life. This site is a Bob Rice Terry Schend ass kissing site. If Kaul would have called Rice he probably would have been told to "shut the hell up and mind your own business". Does the city even own any fall protection gear for that truck? I think the issue you are pursuing (the chain of command)is ridiculous. The real issue is the fact that there was some very unsafe action being taken by city employees and you and Bob and Terry are trying to make the issue something else. If you want any credibility on this site quit kissing ass and start talking about the real issues and how they should be handled by whomever is in the office.

  3. I assure you this is not a Bob Rice /Terry Schend “ass kissing” site. One of our “advising” bloggers even campaigned against them in favor of Solomon, although they did so as the “lesser of two evils”. Most voters in this town do not know the extent of the many “behind the scenes” things Bob Kaul does without the rest of the Council even being aware, much less approving of. Kaul has called Helena numerous times to try and stir up problems with the Nelcon Highway project; he has usurped the City’s credibility on tons of occasions in the efforts to get a 24 hour port and on and on. While all of us here at the Havre Daily corrector don’t agree on just who was the best choice this past election as far as Rice and Schend go, what we do whole heartedly agree on is that Kaul is a detriment to the good of the city. He is a loose cannon running amuck in things not in the realm of what he was elected to do. Kaul’s party affiliation is with the Democrats, that are true, but I would venture to say that if you check with the rest of his Democrat Council persons, they too are searching the registered voter lists to find a Democrat replacement for his seat.
    What I would ask of you Mark is that you assist those of us that are trying to use this blog to get information out with some useful information. If it is stupid, be it Dem or GOP sponsored, it will get bashed here. Just e-mail us the info at havredailycorrector@bresnan.net Be anonymous if you wish, but give us the facts

  5. His actions Mr Mark by first calling the MMIA and the State of Montana did not save a life. His contact with Jenson and finally Peterson after the fact (of making the ratting out of the city) the the dept heads put a stop to the unsafe practice of riding the bucket to the next pole. From what I have read in this blog it is not a kiss the mayor Bob, Terry Schends asses. If you think that supporting a man that has spent a life time trying to be somebody at other peoples expense to make himself look good then it is you who is pursuing the ass kissing mode. So if you feel you must bash the Mayor and T Schend and this blog have at it, cuz it is free speech. But when Havre starts feeling the results of his actions (Ca Boy Kaul that is) Then maybe you will stop beating on the innocent in this matter Mr Mark

  6. Who was in the bucket could be very pertinent to this discussion. Please find out. I will continue to read this site and if you start calling the republicans the same names as the democrats I will retract my comments about ass kissing. By the way my political affiliation is conservative, but the way the repubs in Havre think they run the show here has turned me off to them. I say good riddance to Bob and Terry. I hope Andrew can now be his own man and do the right thing for Havre.

  7. Mark, Apparently haven't read all the blogs? Starting clear back from their "take" on the Mayor debate,leaf truck, city maintance of a shed, etc I thought this blog was rather anti-mayor and thought it was a democrat party thing up until they starting whining about the school going out of town. I was involved with a lot of Democrats and I can say that none of them would care about someone going out of town

    So now I am thinking that maybe you are right and the writer is a Republican, but both Schend and the Mayor have been slapped on here a few times

  8. The “Havre Daily Corrector” states it’s “purpose is to keep our readers informed with details left out of the main stream media”. I would like to point out a few details the “Corrector” may have missed. In regards to the City Council meeting on the 7th, when Mr. Schend questioned Mr. Kaul’s letter to the Public Works director. The Mayor joined in and it became a three way school yard shouting match, with the absence of the decorum that should be expected at a Council meeting. The Mayor was unavailable when Mr. Kaul tried to contact him, so he called the Public Works director and let him know of an unsafe situation, and then followed it up with a letter to the Director and the Mayor. That should have been the end of the matter. I don’t know as a fact that Mr. Kaul contacted the M.M.I.A., or the State Safety Bureau. I do know that safety training and audits were scheduled at least a month before this incident took place. Even if the Mayor forbids Council members from talking to department heads, as chairman of the Safety Committee Mr. Kaul has an obligation to correct unsafe situations, especially legal violations. I have seen the “Corrector” chastise politicians for breaking laws, would you have them pick and choose which laws to follow? For that matter ignore the law that requires the city to have a Safety Committee. It’s rather ironic that several years ago the Safety Committee and was criticized by a Council member for inactivity and blamed for the City’s worker’s comp insurance rates rising. Even though the Mayor appointed Gary Schaub as Chairman, because I served on the Committee that blame was also directed at me. Now the Committee is being criticized for efforts to prevent injuries by the same Council member. As for Mr. Kaul’s mysterious phone calls reporting the safety violations, I don’t know the facts of his phone records, but I do know that I received two phone calls, one from a 1st. St. business owner and one from a local utility’s lineman, with comments like “unbelievably unsafe” and “is the City trying to get sued? “ I won’t list their names because they don’t deserve to be trashed or have silly little pictures to make fun of them. It seems that if the “Corrector” and some of the bloggers disagree with you they use the “Fox News” method of debate, where you resort to petty name calling, trash talking, or making up stuff, and whoever shouts the loudest and longest is right. It’s pretty easy to be an arm chair quarterback slamming elected officials when you hide behind a cute “handle” or “anonymous”. Personally I believe if an issue is important enough to comment it should be important enough to sign your name. Instead of spewing condemnation and criticism anonymously, even before some of the officials have taken office, you should get involved, attend a meeting and let the Council know of your thoughts. Or better yet run for that office and show them how it should be done. Of course you will need to convince more than half the voters that you can get it done (pesky Democracy and all). Thank You for the opportunity share my humble thoughts and I look forward to the response.

  9. Thank you Council President Woodwick for clearing up some details for us. I agree that Mr. Kaul, as chairman of the safety committee, doe indeed have an obligation to correct safety violations. He does not however, have the obligation nor the authority to be a rat for the State and stir up problems for the City that should be dealt with in his Safety Committee.
    Another item brought out by Mr. Woodwick in this response is the fact that the current Mayor insists that everything be run through him before a council member is even allowed to talk to a department head or, heaven forbid, an actual city worker. I agree with Mr. Woodwick that the committee chairmen should have some leeway to run their committees as they see fit without micro-management from the Mayor. The fact still remains that Mr. Kaul has done all these things BY HIMSELF, without input from the committee members, the Mayor, or even the department heads themselves. If you are not going use your committee why isn’t Mr. Kaul just appointed as a committee of one?

I have heard you personally, along with your fellow council members, complaining about Kaul being a nut and doing things behind your backs and also doing things and making statements on behalf of the council when no one knows anything about it. Why would you defend him now? Perhaps because you dislike the Mayor even more intensely then Kaul?

  11. The safety committee is a committee of One councilman, Bob Kaul. His committee is to only consist of himself and the departments heads who he is supposed to meet regularly with.

  12. I just found out who was in the bucket. It was our glorious Mayor Bob Rice. The reason Kaul couldn't reach the mayor is because he was the one in the bucket.

  13. There ya go again Mark the cart before the horse. If it had been the Mayor in the bucket and it was not Ca boy Kaul would have told everyone that it was the unsafe mayor in the bucket and could have stopped it then. You say that you are conservative, I would question that, It could have been little red riding hood in the bucket, The matter of fact is that Ca boy Kaul is the CHAIRMAN of the SAFTY committee and it is his job to bring forth these things and to teach these things and get imput from the Department heads and some of the crew. So he tattled on him self and failed in his dutys as Safty chairman. Mr Woodwick the so very nice man that you are by the world according to garp. You have always talked the talk but you have at least half the time failed to walk the walk. You speak out both sides of your face.

  14. One other item Mr Woodwick it is a committee chairmans position to report to the whole council and the Mayor at the next regular Council meeting not to the rest of the world (MMIA State of Montana) first. Go Figure

  15. New to site but Mark is 100% correct. It was Mayor Bob Rice in the bucket. Any questions contact your council members who received the calls from the witnesses. Maybe the bigger issue is the abuse of power the past 8 years by Bob. I'll admit that his heart has been in the right spot and he is a go-getter(I used to work side by side with him)but his time in office has been misguided by Mr. Terry Schend. If you want some good reporting for your site, you might want to persue Mr. Schend's use of the MSU-Northern Foundation board to purchase donated parcels of land for his or his families personal gain(DVD Properties- Dave Rhines, Vickie Schend, Debi Rhines).

  16. Ok Mark, this is what we have learned so far. Most all the Christmas decorations where done by the weekend crew which consists of Dave Dorr, Mayor Bob and a guy named Mike whose name no one seems to know. The decorations were put up over several days as time was available. The people Bob Kaul called in about most likely were Dave Dorr and this guy Mike. Also Mayor was seen in the bucket of the truck by himself hanging a decoration on the light pole by IGA. The eye witness to this didn’t see anyone else with the Mayor but does remember it because the truck was parked half on the sidewalk and half on the street blocking traffic. This witness remembers this because at the time he thought it was a traffic hazard and the truck was not flagged with cones or anything.
    Apparently some very unsafe things have been going on and Safety Man Kaul should have called the department head, Peterson immediately to prevent injury. Kaul should not have taken this any further until after he had had a committee meeting with the offending department heads

  17. If this was an isolated incident, I would agree that Kaul went too far. But, if you have been watching Rice thru the years, you would see that he has no regard for safety, has no regard for anything other than getting his picture on the front page of the nwspaper. He does these great "I love Havre"things (and some have been very nice)not because he loves Havre, but because he wants the attention.
    If you have been listening to him at all in the last 14 years or so that he has been here you have heard him say a lot of things. Such as 1) if I was mayor I would be in that water tank helping the contractor because that is what I did in the Navy-water supply and repair. 2)if I worked for you I would be a great asset to your company, because what I did in the Navy was warehouse invetory and supply. 3)I am an electrician. It is what I was in the Navy. This one is a blatant lie yet Terry Schend sent Bob to peoples homes to do electrical work and charged full price for his services. Corrector will you please find out who wired the Emergency Response Room at city hall? 4) if the money doesn't come thru for the skate park I will personally get a loan to cover it. This was a generous statement if he would have followed thru with it, but we all know he didn't. He got the money and the attention from somewhere else. 5) Iwill only run one term. 6)I will love, honor, and obey, til death do us part.
    If you ask 10 people in Havre if Bob has lied to them, they will probably give 12 examples. His friends will deny to the death that he ever has. But that is only to save their own skins, because most of them are in on most of Bob's shenanigans.
    Has he shoveled old ladies sidewalks? Sure. Has he walked the streets picking up garbage? Sure. Has he done some nice things for people he has never met before? You bet he has. Has he tried to be a nice guy? Yes he has,but those things don't cover the fact that he is a liar and a thief. They may in that old lady's eyes because all she sees is a clean sidewalk.

  18. Thanks Mark. Anyone in the “know” want to respond to the question of who wired the Emergency Response room in City Hall? I would just guess here that Mark is maybe thinking an unlicensed Mayor wired the room? I would have to guess that too but don’t really know.
    We also go as far as to agree with Mark that the Mayor was known for his “embellishments” of the facts. I think everyone reading the blog, including those of us here at the Corrector, agree that the Mayor had allot of faults, did allot of things that could have been handled better, and missed some opportunities to do other things. It was probably time for him to go as his heart wasn’t in it like when he first became Mayor. The fact remains that he was the hardest working Mayor I can ever remember although he made my blood pressure boil on lots of occasions because of what I deemed were bad or hasty decisions or actions made with no thought.
    I wonder if the new Mayor will have these problems? My personal prediction is that he will spend about a tenth of the time his predecessor did “on the job” so to speak, so of course should have less people irritated with his actions, because there will less “actions” made. Though skeptical, I am willing to give him the benefit of the doubt as we all should.

  19. Mr.HavreWatchdog, your statment that MSUN's Foundation was used to the benefit of myself or my family borders on libellous and I shall be seeking an answer on this. For you to to believe you can make such accusations without repercussions is incorrect. The facts are far from your disgruntled preception of that which you chose to believe. Just because you chose to hide behind a wall, shouting out your false accusactions leave me no choice but to hunt you down and confront you personally. Finding you shall not be too difficult, all I have to look is for a coward who is spiteful, hateful and miserable!. I do have few names that fit that billing, so I'll be checking that list and checking it twice. Merry Christmas AH, see you soon!

  20. My partners and I (DVD Properties) paid market value for all parcels purchased from the MSUN Foundation. I urge you to go to the court house or call the MSUN Foundation; look over the documents and you will see the truth. We have been willing to take huge financial risks because we believe in our community. What have you done lately to benefit this community? What risks are you taking to make this a better community? What are you watching by the way? Are you some kind of blogger knight in shining armor to tattle tale to this community that we purchased donated property?

    We bought a local eyesore on 5th Avenue and turned into a decent piece of property - our building's tenants even created jobs - before it became fashionable.

    Go be a tattle tale somewhere else! What is all this spite about? Unresolved issues?? - over you believing you are not getting your fair share of WHAT?

    GET OVER YOURSELF - GO FIND SOME PEACE--ITS ADVENT!

  21. In response to Terry Schend, I hope you don't respond to questions from your constituents in the same manner as you do to donors of MSU-Northern.
    I am a graduate from and donor to MSU-Northern. It was brought to my attention that several foundation properties have been purchased by DVD Properties. Since you are on the foundation board one might have suspect to feel this is a conflict of interest. I only bring this up because on a recent trip to Helena, I was informed about another conflict of interest involving you, your wife and the State electrical board. As for "checking the list" which can only mean you have more than one ax to grind, I can assure you we have never met so feel free to add me. I do not know you or your family personally so please don't take it that way unless it should be.
    Finally, since you brought up libel, I don't understand the use or releavance of "libelous" comments against me such as "disgruntled","spiteful","coward",hateful" or "miserable" as you don't know me either. I will tell you that I am a former Havre community member and present Hill County tax payer who still has family in Havre which is why I use the alias.(thanks for proving that point). Our families donate annually to the foundation and like to be kept informed of what is going on in the area and with our donations. If there is no wrongdoing, please accept my apology.

  22. I have heard these same rumors many time over the last few years about the DVD property and the foundation but I must stress never any facts, just rumors. The one property they bought that I know of was across from McClains and is one of the best spots in town (now anyway) but when they bought it there was just lots of shacks there.

    Did they get a cheap price deal? Maybe they did but they invested a lot of money too and it looks great and isn't the shameful eyesore it was before. I hear this kind of rumors at the railroad all the time but always from smart guys that have invested none of their money in nothing in this town.

    Ancient History regarding the State Electrical board. (People just dig for info about Terry) Vicke Larson was appointed to the State Electrical Board; shortly afterwards she married Terry Schend. She was then asked to resign her position on the board. End of story. BTW- Vicke's son is also an electrician.

    There was no wrong doing in the regards to the purchase of the Foundation Property. How many people do you think were lining up to buy that property on 5th Avenue? My husband (Dave) and I personally approached Cameron Worstell to express an interest in purchasing the property way before it was donated to the college.

    People love to talk, point the finger, never finding out the truth.

    Just curious but have you ever attended anthing the Republican or Democrats have hosted to get involved and try to make any changes? Most that complain don't step up to the plate to try and do anything to make a difference other then put in their "advice" which I always find to be the easy part
